Apprenticeships as the On-Ramp: How Cities and Counties Are Building Skills-Based Talent Pipelines
April 8, 2026 - 12:00 PM EDT / 9:00 AM PDT

Across the country, governments are working to fill critical public service roles while building a workforce that better reflects the communities they serve. At the same time, more than 70 million workers Skilled Through Alternative Routes (STARs) have valuable skills but are often screened out of public sector jobs by degree requirements that do not predict job performance.
Opportunity@Work, in partnership with Apprenticeships for America (AFA), is hosting a conversation on how apprenticeships can create skills-based pathways into government careers while helping agencies build strong talent pipelines.
This session features leaders advancing these efforts on the ground:
- Patrice Madau, Managing Director, Per Scholas
- Sherri Jones, Office of Workforce Development, City of Charlotte
- Walter Tucker, Executive Advisor, Los Angeles County Internal Services Department
Join us to hear how public sector leaders are launching apprenticeship programs that connect STARs to meaningful careers while strengthening the government workforce.
