A policy agenda built to enable a skills-based labor market that is adaptable to the future of work

At Opportunity@Work, we believe a labor market where everyone can work, learn, and earn to their full potential is within reach. STARs — who make up the majority of the U.S. workforce — reflect the broader experience of American workers. By creating a system that works for STARs, we unlock opportunity for all workers. Our policy agenda offers a roadmap towards a skills-based labor market. We invite policymakers and government leaders alike to join us in advancing bold, practical reforms across three key policy areas — where change is both necessary and possible.

Work with us to Tear the Paper Ceiling

Since 2020, the federal government, more than half of U.S. states, and a growing number of local governments have made bold commitments to increase access to public sector careers to anyone with the skills for the job. Utilizing executive and legislative actions, many governments have removed unnecessary degree requirements for roles and moved to skills as core to meeting minimum qualifications for jobs.
